Yes. All alts will have the full codex you’ve unlocked to date.
It makes leveling alts ridiculously easy. You can go slap aspects on gear and the tempers are super powerful at low levels that your level 100 has unlocked too. You don’t have any additive damage bucket stats yet so you can just throw “damage to close” or “damage to distant” affixes on your weapons, rings, gloves, etc and then throw %life on all your armor slots.
You can come out pumping 5x your base damage with triple your HP pool and have some aspects on top of it.
