Do +skills have a lower chance to roll at the occultist than something like +maximum life? If so, can you explain what the % to get that +skills is and/or provide a source too it (if possible)?

yes skills are lower percent. if you click the button during enchanting that shows possible rolls…the harder to get the closer to the bottom they are. unsure of actual percents.

i will say it took me 100 million gold to roll +3 frozen orb on really good gloves. maybe unlucky but you can go broke chasing chasing glove skill.

Interesting. I haven't found anything actually supporting that but good to know.

Would agree with the above, close to 70 mill to get Leap on boots. Probably better waiting on item to drop with skill on it and rolling a different affix to suit build.
