It's confusing... Apparently there are 2 buckets of attack speed each with a 100% speed cap. One is mostly from gear and the other from skills and other stuff. But the 30% basic attack speed legendary affex is in the bucket with skills for some reason. So 100% from gear not counting accelerating Aspect or whatever it's called.
