am i correct in the assumption that lower ilvl items dont matter as much for armor/jewelry since its only allres/armor which is a little lower than the rest? the affixes all stay the same?

I believe there are tiers in which the stats fall under, so when upgrading at blacksmith, you will not be able to hit certain ranks for stats.
