Hi

I have not played diablo 4 since season 1 and I noticed all rare item only have 2 affixes now in season 4.

Does this make them all bad or is there some way to make them good?

they're fine for lvling, but as you mentioned they have 2 affixes and legends have 3, so no they don't have a purpose late game. I don't even pick them up anymore.

Yes,yellows can have 2 tempers whereas legendaries can only have 1. In some slots, it's likely rares could be better if I am not mistaken.

nvm looks like you can double temper a leggo, so yea rares are no good
