Blizzard once said Set Items would come one day. Never heard anything ever again.

They'd be problematic to implement, I'll admit that. But they could at least try imho.

There are so many bugs, broken mechanics, and powercreep being added with every season, S4 looking to be worst yet in that regard given all the new systems being added/ptr feedback, that it's already seemingly impossible for the devs to stabilize the game. Expecting or even wanting them to add another huge powercreep/system like sets or runewords on top of a game that never had a solid established foundation to begin with, is a bit unrealistic at this current point when also considering the constant deadline of new season-themed content every 3 months, now that the 2 seasons they had "prepared" prelaunch are long since over.

If you check the amount/severity of bug post reports for the PTR with the understanding that even just getting the bugs under control has become such a large issue that it's now become almost an entirely separate problem from actually trying to "balance" the game in any meaningful sense (rip pre-seasons pvp), things are snowballing right passed "working as intended" and I doubt now is the time to be looking for additional ways to break the game. And I say this realistically, as someone that plays and/or wants to enjoy the game or see it get to a better state. I could go on, but I realize this isn't a place where substantive discussions occur.

Bro, it's diablo 4, they can't even make passives from this limited skill tree work properly. They can't implemented runewords, which were announced before release by the way.

I agree with you, but I dont let that count. Its about what they promise. They promised runewords and set items and I wanna know when they mean to add that.
Their own inability to deliver a proper game is a kind of reasoning that doesnt satisfy me in the slightest.

Blizzard is 0/2 on implementing sets successfully, why would you want them to try again here?

In d2 they’re way too weak and never get used as serious builds
In d3 they’re way too strong and are all that gets used

Even if runewords didn’t exist there is no build that would choose to use a set over uniques/basic rares/magic items

In D2 they were fine. Not everything has to be endgame viable.

Some set items and set combos were great starters, some were even endgame viable like Tal Set or also IK (not BiS of course but endgame viable), some like Sazabis Set or a Tal Mask had good use on mercs and so on. I think sets in D2 had their purpose and I liked how they were implemented overall.
