Yes. If you get especially the really good gears/stats from Duriel or high IP gear, you are set--even if you don't have much paragon.

You won't have any problem with the overworld in WT4 and will be able to do nm dungeons. It all depends on your gear though. You don't even need uber uniques to be godly.

not really, at low level with hardly any paragon, yellow items don't really do anything. builds rely heavily on aspects. so you need the correct aspects on your character/build to run the end game efficiently. you can place aspects/codex onto your yellow/rare items if not maybe you can kill a few things on WT4 at least and some low nightmare dungeons ^^
