Anyone know the certain chance and whether there are specific items which have more or less chance to salvage into Forgotten Souls

I have read online that

Originally you couldnt do it
Then it was like 100% for ancestral
Then it was 1/10 chance

Someone has told me it is for armor pieces only (or possibly Pants only)

I'm starting to do some 1-at-a-time salvaging to figure it out

its 1/12 at the moment

Do you know if rares can get it? I salvaged hundreds of rares with no soul.
