Worth it over ring of control for ball lightning?

Tal makes more dmg, but it's irrelevant for the actual content. Maybe when greater rifts are introduced you benefit from it.

Cant answer for ball lightning, but for my Ice Shards Sorc, who is really squishy, its not that great.

Damage increases by an not very significant amount while survivability goes down a little bit because i lose 1300 hp.

I primarily use it because I like the extra cdr, but overall right now, I dont feel like its that big of a deal.

It's simply amulet aspect on a ring in terms of damage, it gives you more than x50% dmg if high rolled. And it is a lot easier activated than control aspect, because that will only work on those monsters you freeze or stun.

You also get very high damage affix, resource generation and cdr which you can't get so easily anywhere, only helmets, focus and amulet. I use it on ball lightning even if I don't benefit from lucky strike that much. Also it gives extra all resistances which also includes poison and shadow.

Things like extra life you can get easily on the paragon, but you won't get any cdr and only glyphs give you x% dmg multipliers. So imo if you're not using this ring, you're doing it wrong.
