if an item gives you +skill to a passive do you still need to put in a point for it to work.

for example amulet gives +3 to evulsion. Do I need to still put in a point to evulsion to receive that or can it just work without me using a point on it?

Never really paid attention. But I guess its the same like with active skills. So I'd say yes.
