Need to use a skill which has a high lucky hit chance and then stack more lucky hit to benefit from its affixes, also adding that legendary mode which spreads crowd control effect.
Regarding the legendary mod, probably it's good to scale crit and/or overpower to further increase those max rolls.
I was using it on season 0 ice shard sorc as ice shards have very high lucky hit chance and machine gun projectiles would even out min and max rolls so it wouldn't feel too clunky. And also it used to triple dip from control aspect with all 3 effects so it was a massive damage boost.
