Just wondering how the drops are determined since Druid has one less Uber Unique than Necro.

Does the game just decide to drop an uber and then picks from the available pool? Or is it like D2 where the game just drops a two handed sword and then rolls for rarity?

I assume it is the latter but was wondering. Has anybody info on this?
