Haven't completed my region progress when the game launched, I'm missing a few dungeons in 2 regions in the Eternal Realms to be 100% completed.

My question is, if I complete my region progress in the Eternal Realms while already having a Seasonal character, will my progress (Paragon Points) carry over from ER when I complete it to Seasonal, or, do I need to complete everything with my Seasonal character?

You definitely want to complete it in your eternal realm if you are that close to finishing as it is your rewards, areas discovered and statue of lilliths that carry over, and not the renown. Then you can log into your seasonal and you will have those extra paragon points.
