Is there any level requirement or Is it possible to drop one at lvl 1?

pretty sure drops are based on monster level. i think it could drop but your level 1 cannot equip it

I think World Bosses in WT4 can drop it even to a level 1, I might be mistaken tho if the World Bosses are 75 for level 1 in WT4. In general mobs need to be level 85+ for Uber Uniques
