Is anyone else having issues where fortify isn't generating after you get low life? I respecd for tornado, went back to my bul build for dungeon push, and everything is the same, gear, stats, paragon. But for some reason now when I cast claw to reset bulwark my fortify isn't generating fast enough, hardly at all. I have to get into combat and kill several mobs before it's up. Can't figure out what's going on!!
