I think it’s easier to get vulnerable from rings so core would probably > if you really had to choose between them

It depends on a lot of factors.

If you have a lot of different abilities that do different types of damage, then vul is more useful since its applicable to all damage types.

If you can't keep vulnerable up 100% of the time and only rely on your core skill for dmg, then perf core dmg is more useful.

Generally, if you are at late game and have solid base damage already, vul's scaling will be better. If you are still trying to max your base skill dmg, core dmg is better.

You can look at your character damage stat page and see the percentages for each, then try to balance out what you need.

But if its explicitly an item with one perfect core roll versus another item with perfect vul and 2 other useful stats, the vul with 2 other stat item will most likely be better than the perfect core roll with no other useful stats.
