I got by with whatever Diablo gives. If you're a seasoned season player (see what I did there?) from D2(ladder) and D3(seasons) we all start with what RNG gives us.
I treat it like Pokemon Evolutions.
Lightning Shred with Direwolf Aspect given in Chapter 3 and Lightning Dancers in Chapter 4(you have 90% of aspects for it so it's viable with just needing mats to imprint) > Pulverize works cause Shockwave aspect is given in season journey chapter 2, just need Dark Aspect for Debilitating Roar (when you come across Vasilyrs is also a boon but not required) > Wolfnado or Lightning Storm after you come across a Tempest Roar(this is really a chase build as not many players even PRE season have gotten a Tempest Roar to drop for them past level 100).
I personally went the above route I listed up until I RNJesus dropped me a TR helm in solo nightmare dungeon leveling glyphs on like a T20-25 at level 67. Immediately swapped of course to Wolfnado as I had a perfect rolled Direwolf and +3 Nado aspect for gloves.
To be fair, these "uber uniques" are really low drop rates. I still have not gotten Grand Father for my barb on Eternal.

You don't need Tempest Roar for "good builds". But Tempest Roar and Wolf Tornado build by far has the easiest time clearing up to T100 NM and Uber Lilith.

We can debate all day long why RNG sucks but that's gacha games for ya. The loot table is there so you can hate yourself.
But this is the same debate like when someone else drops a High Rune in cow levels or any random place in Act 1-5, and you never get one to drop in your life. To this day, I still have not had a Zod rune drop for me in D2R and D2LOD both. Not that I want the Zod rune lol, but it's the principles of it.
