This is a free unique for playing the main story. it's the only unique item that will drop before world tier 3. And Lilith at the end of the main story has a 100% chance to drop it.

It's decently rare to find besides that, but it's nowhere near as rare as tempest.

you could always redo the entire story campaign to get it, but yeah, otherwise you just gotta farm it the hard way.

Another unique that gives you resources something you should get from a potion. Linear blizzard get even more linear, it must be a Hugh Efner party in a blizz cubicle.
