i run like 20 t1 sigils , and drop 0 t2/t3

its bad rng or i do smth wrong

Try tree of whispers. The rewards can also contain sigils

salvage t1 and make t2/t3

You need to do a T3+ sigil before you can get the quest to salvage.

Took me like 10 runs before I got one.
