Whats the best way to find tempest roar? Just spam nightmare dungeons and pray to the RNG gods? Is there any dungeon where the drop rate is higher?

No. Spam NM dungeon or helltide. This game doesn't have specific areas where things drop more often

or the low key spot - opening pvp zone chests (have to be marked for blood to open them)
