If im lvl 63, whats the optimal tier nm dg to farm? Same goes for like 73, 83 etc

with the change to xp formula the optimal level is mobs being 10 levels above you. but that only applies if you clear it as fast as you do anything else. otherwise the answer is the highest content witin 10 levels of u that u can clear fast.
