Yes but after seeing the actual helltide drop rate I personally can't see how that could have been intentional. There'd have been no reason to increase the mystery chest cost otherwise. The level cap on the other hand requires very specific coding to implement in the first place so I rather doubt that was unintentional. I think it just wasn't thought through and someone realized how bad an idea it was.

meanwhile the XP nerf was the real hindrance, and is going nowhere. So much for their "co-op" leveling experience argument, because now it's just going to be a LOT more leeching going on until builds come online to help out.
Should have been reverting the XP back to the way it was, and leaving the capstone requirements in place akin to D2 ancients. Not the other way around.
