That's fair, I can see the distinction given that D2R & D4 were *supposed* to be bot and dupe free, but people perhaps were too optimistic especially given the state of Blizzard/gaming companies in general

I think an expansion (with Paladin hopefully!) would revitalize the game, though I wouldn't hold my breathe in thinking they'll actually tackle bots/dupes, maybe only for the first couple months of it's release, then after they will want the bot's purchasing cd keys

Yeah no doubt about the optimisme in this case, as Blizzard some crazy conflicts internally and there is in no place to create anything good.
Only reason D2R was such a success in the first year (imo). Is it was developed by Vicarious Visions.

Half a year later it was merged with Activision Blizzard and named Blizzard Albany. RIP.

D4 had been in the pipeline so long that there was no way they would let VV rewrite the game and probably had limited influence over what was released between the time they got absorbed and the release date. This game's trajectory has been on the same course since D3 and the ability to make meaningful changes is like try to make a fast turn on an oil tanker.

I am so thankful VV got handed D2R.
