Common misconception in my opinion. Whatever they make by banning bots and forcing them to rebuy copies is barely a rounding error at this point considering their 8 billion dollar revenue.
The reason they don't ban bots more often is incompetence and indifference. I personally don't think there is a grand plan or strategy behind it.

Possible, they'll do what makes the most money. And if banning more bots causes more player retention so people buy battle passes, ingame cosmetics and other garbage, they might actually spend some resources on banning bots (at first).
More importantly though, how come you're not in GC anymore?
