the problem with the system of BEST ITEMS are BoP is the following:
if they are BoP these items will be very "general use", in the sense that, if they made something like Griffon's Eye (one of the best items in diablo 2) it would mean that 90% (or so) of builds that manage to pick it up would be not usable and if they cant trade it it would be dumb for blizzard to consider items of that nature in this cateogry. So they will have to be items like +10% attack power, +10 life! and generic shit like that. And if they are intereting in the sense that they have unique spells, they will still be optimal for certain builds and not so for others, and ultimately generic in the sense that maybe they make a lightnight thunder appear on hit, or turn you into a demon, but again, all classes will have them still, which will make them very generic and not fitting for specific builds, or things like bring builds to another level (zeal sorc, bear sorc, auradin, etc etc)
And these are the BEST ITEMS in the game, Blizzard quote.
This is a great point.
