That’s actually not what is going on. What’s actually going on is: The early season is built around bugs to make early season easy to navigate and mass farming viable. Holy bolt “bug” and helltide farm “bug”. Both of these were implemented on purpose. Holy bolt was implemented for characters to more easily push harder content. Helltide farming bug was implemented to get people back on D4. How else did streamers know about it on day 1 and exploit it thoroughly until it was “patched” or “nerfed”.
And on the same token, how else would people be able to get mats for tormented duriel etc… Then mid season nerfs those “bugs” in order to remove them from the game but still make farming and pushing viable by buffing characters to where the bugs were.
It’s actually a really smart way to make sure the average player can experience all content while working a job, and also ensures the grindy players can also farm plenty, to keep them around. Otherwise, people might not play.

You probably think it is just incompetence, but don't be fooled by blizzard - they are doing it on purpose.
Game is on gamepass now and they want to pull in as much casuals as possible, and sell more cosmetics. And then sell expansion to all those people.
Agreed
