For now, the game system is treating resource reduction interaction with Kepe rod like below example:

You have 100 vigor in total and 0 resource reduction=> kepe rod 100x 3% = 300%

You have 100 vigor in total and 25% resource reduction => kepe rod 100/(1-0.25) x 3% = 133x 3% = 400%

So effectively resource cost reduction works for example if you have 300 resource and 20% reduction you're not only burning 300 resource on a kepeleke proc but also the 20% reduction on top, or 360 for example if there were no other factors.
