Your missing the line on kepleke that says basic skills deal 30% less damage depending on the resource cost of the skill

If you constantly refill vigor every hit and spend all vigor for every single quill cast then no that 30% does not apply. Only -30% if quill doesn’t consume vigor.

That’s the only way it seems to make sense. But at the same time, it’s more like a bug. Bone spirit works the same way too. Empty out your resource to hit 1 massive attack. Rcr doesn’t work the same way when you bring rcr into their build. I don’t think this rcr and kepe relationship is intended by game dev.
