Armor cap was mentioned on some stream with devs, and as far as Im aware approx 8300 was the optimum soft cap value at level 100.

There is no Dr cap at all, but its worth to remember that individual sources are not being added to each other.

For instsnce, with 20 dr coming from 4 different sources against 100 damage, the equation looks like 0.8×0.8x0.8x0.8 resulting in ~60% reduction total.

Also, for your stats stick, does base matter? I was thibking going for 2 x swords to get my 150-200% cap faster. But is ther any benefit to get other kind of base?

I can smack some random pve build farmer in the pvp fields ... but I get smack vs the real pvp builds like hota, every damn rogue and other loll...

I'm using swords now but would think axes could be super strong for the damage to healthy. I've seen a few barbs do that with success.
