Rares: 3-5 random affixes
Legendary: 4 random affixes + 1 random legendary affix.
Unique: 4 predetermined affixes + 1 predetermined unique affix.

Uniques are most likely BIS, and are Untradable; however you will not be using a full build of uniques.

Its not stated indepth, maybe they mentioned something shallow in one sentence.

From my play I only used one legend I found rest was all rares I modified
