Being forced to play a smiter if you wanna do ubers is the opposite of open. There's no GRs in D4 there's NM dungeons, world bosses, helltides, and the same repetitive boss farming D2 has if that's what people want to do. It's not even arguable how much more there is to do in D4.
Yes, in D2 you had true diversity of builds. Which means that some builds were good and specialized at farming specific areas and others were not.
In D3/4 all the builds will have the same AoE power, single target damage, will move equally fast and be roughly the same when it comes to tankiness.
Basically you will be able to choose the preferred color of your main AoE skill, that's it.
An illusion of choice, created by different graphical effects (not even that different, to be honest), which tries to cover how monotonous and uniform the game mechanics really is underneath.

Basically you're given the illusion of choice when the only viable option is greater rifts. Due to the way the reward system works whatever is the equivalent to greater rifts will be the only option.
The itemization simply does not exist in D4 to even provide targeted farming. There are no runes, there are no base items with sockets, no useful lower level legendaries because legendaries scale with leveling, and the list goes on.
