In D1, D2, PoE, Grim Dawn, Torchlight, or hell even D3! items had their "weight", you could tell right away if its good or not. In D4 it pretends to add to the depth, or pretends to be "harder", but it doesn't do any of that, instead it makes items boring
You want 3/4 perfect andor near perfect. Always. Not 2/4, not 1/4, 3/4! If all 4 stats are useful but only 2/4 are perfrct or near perfect then slavage or sell or whatever! Don't waste your God given time to screen shot, paint shop, save.jpeg and post into image uploader only too observe a unkind lack of response or corrective effort.
