Blizz might have there ways, but they can’t prove people knew about the dupe/bots when buying sets, maybe I’m wrong or they don’t need proof. The people that are exploiting the dupe will/should get banned

20 years and blizzard didnt learn... if they cant handle it, just hire a fuckin company like Easy Anti Cheats and let then Update the anti cheat once per week. Thats it. Job done.
