The items are unaffected other than the level caps. It's actually one of the good things about the patch, you can now more easily farm gear for alternate characters. If you have no alternate characters, the only thing that changed there was the displayed level.

Thank you everyone who provided me with the answers I was looking for, honestly did have me very confused on what happened because I was helping somebody level up yesterday and next thing you know my items are level capped so it made me wonder if my game broke 🤣

before the patch, if you were level 100, and found a good ancestral rare worth transfering to your alt, it would be level req. 100, regardless of its item power.
it will now be capped at 80. again, as others have said, this has nothing to do with item power.
