I think it's 40 and hopefully 60, a few speedrunners are testing atm, 1 claims to have WT3 access at 40. They said you get the quest at level 40, so you might be able to go in at 39 and hit 40 during the run to get quest, or maybe just get 40, get quest and do it then

lol you got got. That was 14 hours ago, patch was 11 hours ago. That kill was pre patch.

My understanding is characters created PRIOR to patch can still do it early too, characters created after, cannot.
