I can understand D2R not having one because it was a graphical update, which means they don't have to really play it. Is there any excuse not to have a loot filter in 2023 on an ARPG? That's one of the first things your mind wanders toward when playing a game that has too much trash loot dropping. Them not playing it explains why other systems were so poorly thought out over a decade later after D3. They are just reusing D3 assets and core ideas. The only research they did was the latest iteration and even that had little depth.
personally i hate loot filters. they degrade the looting experience and you end up with the dumb zoom zoom meta in poe where they just fly through maps waiting for their fav sound effect to pop off to mindlessly run to the item and pick it up.
the looting experience is a core arpg value and the action of pressing alt and sifting through items on the ground add to item weight. games that use a loot filter are using it as a band-aide solution. there's a reason why d2 didn't need one
