The thing is, at the very least occy in D2 could be a saving grace. If you were FHR locked in PvP or PvE, you could get a lucky get away proc.

The way they adapted it in D4 is retarded. Now you actively fuck yourself by evading rather than strategically going where you need to go. It could EASILY have been the same exact lucky proc as D2 on the item, but instead now you can't use this item because teleporting is active cancer.
