Completely new? Start first by completing the campaign, it's fairly good. After you beat the campaign you'll be around the appropriate level to do the first capstone dungeon to unlock world tier 3. If you've made it that far and still enjoy the game, there are plenty of youtube videos on how to progress efficiently. Good luck.

Start by doing the campaign and completing the quests highlighted in white.
Do capstones 2 at about level 40 and proceed to wt3 by completing the quest
Level to 60-65 and you should able to unlock wt4 by completed the quest
Once you are in wt4 - leech in green zone, world boss, helltide events, do some nightmare dungeons and you should be 80 real quick.

Lvl up,
One shot everything,
Run same Uber boss 1000-2000x till you have the gear you want,
Wait for next patch Uber dogshit item level 950 should be out by then and rinse and repeat.
