would need to play test, but its the random location teleport that kills it for me. if you are attacking often enough, this may remove teleports cooldown all together.
either way, i feel like it may be like the other uniques, where a good rare and a solid aspect is just straight up better. the stats from the weapon slot are important.

they hate the sorc / wizard, if u played d3 vanilla and ros at launch u know how shitty the wizard class was. at this point I'm sure blizzard just trolling the sorc player, if sorc player have any self respect they should quit the class/game.

If lvl 27 teleport let you literally chain spam it with 0 CD, then yeah, it has a use.
