It's not really possible to power level. Best thing to do is to pop psijic for the 50% xp buff and grind the levels in a group of 2. There are tons of guides showing you where it's best to grind. In a month(ish) they're getting rid of the vet ranks so you really only need to get to vet 1.

Yes true but he will need alot of champ points seeing as gear will be based off of that now.
