Are these alliance specific? If I bought it with a EP char of mine could I mail it to my AD char?

I know the racial motifs go from 700ish-1100ish based on what I've seen. I imagine primal might be a little more.

I sold it for igg. Primals now are about 15k, barbarics 20-25k, daedric 40-75k
