Actually it depends what alliance you joined in the beginning.
Each Alliances capital city had a shrine for re-spec'ing attributes and one for re-spec'ing skill points.
Aldmeri Dominion = Elden Root, Grahtwood
Ebonheart Pact = Mournhold, Deshaan
Daggerfall Covenant = Wayrest, Stormhaven
