Don't know where you heard that from but there isn't a beta in session aside from the elite one.
The beta forums are currently closed and there's no announcements for the next beta. If there is going to be one, it'll be sometime towards the end of the month to usher in the launch in april.

There's an official PTS ( private test server ) and supposedly new invites went out for that test server. Only small amount though.

Scratch what I said, evidently it's the same closed beta from before - http://www.reddit.com/r/elderscrollsonline/comments/1x111o/beta/

And just haven't sent all the emails out. So if you have previous access, you should have access to the one that just went out. I'm patching right now just in case.

Okay, found out what's going on. Reddit screwed up and was showing me 1 month old posts as 2 day old posts.

There is a test. They opened a new one to play along side the psjic order test group.
