I am lvl 100 smithing, enchanting, and alchemy with sufficient perks invested and I need a run down of the process to make the 29% alchemy gear, what all gear can I put fortify alchemy on and how many soul gems does it take to make this from scratch? Also from scratch is this how it works: enchant armor with fortify alchemy -> wear it and make fortify enchanting potion -> use potion to enchant better fortify alchemy on a new set of armor -> wear new alch gear to make better enchant pot -> dose it to make 29% fortify alchemy

Are petty soul gems worth the same as black soul gems for making fortify alchemy gear? if not what are the best soul gems to use in order to come up with 29% alchemy gear?

I'm not going to help you because it is painfully obvious that you have no idea how enchanting works, and by what you're asking i'm guessing that you've never enchanted anything in any game. Ever.

I haven't played skyrim in over 3 months, took a break from it...but just check out youtube videos about it, theres a video where a guy did something similar to what u did and ended up with a bow that did over 1 million damage per hit

Thats not trolling, trolling would be me telling him something like to max a completely different skill that has no use in the situation hes in. You're just one of the idjits that think everyone being a dick is a troll.

Black soul gems are the same as grand soul gems, and either of those two would be best to use.
And yes, what you said is essentially what you would do if you felt the need to exploit the game.
