can you turn light armor into heavy armor?

I saw elven heavy armor and I thought when I made mine better it would turn to heavy but

Yeah, I am spec'd to heavy armor, so I was gonna do that but I may just boost until I can make better heavy armor.

just use the armor that looks coolest, you will get enough armor rating with which ever armor in the end
