To reset your perks without fucking up your level or anything else?

Just to give you 0 perk points in all the trees so you can rebuild your char

on xbox: no

on pc: there should be. try searching through skyrim nexus, i'm pretty sure that there's one

If you are on PC, you can use console commands to remove your perks, and add them again where you want. Though, there isn't really a way to actually get the perks back and truly respec your character. You'd basically just be removing what you don't want, then using another command to put the perks where you want.

i cant remember the name of it and since i havent played it for a long time, i have no interest to go look for it, but when i played, i saw one in skyrim nexus. just go there and try searching

Just youtube or google it man, it's easy to find out. There are way better ways out there to explain it than me posting it on this forum.
