in skyrim there is a quest where i must call Jarls on a meeting up the whitebeards ....
in that quest i have a bug in which in middle of quest conversation stops and i cannot stand up from table, say anything, etc...nothing i can do...

is there any cheat which i can use to skip that quest and continue my gameplay?

on pc there is. go to UESP.net then type on on search skyrim:(quest name) and see below the quest stages and use console to skip to target quest stage.

if on xbox, nope soz, try reload :/

If u complete the civil war u don't have to do all that crap

reload to as soon as you get the quest if possible, get out of sanctuary, then do setstage MQ302 300

or, you can gain 100 speech, then you will be able to persuade the jarl of whiterun to allow you to capture the dragon in your city

edit: the later might only work if you hjave a save from before you asked him the first time

edit: have you already joined the stormcloaks?

edit 2: try setstage MQ302 170 while the talking stopped as well, see if it clears up the problem.
