Casters don't use weapon skills. They use class skills.
You only use a weapon for the passives.

At 100% HP you get a flat 10% damage increase.

Heavy attacks heal.
Blocking spells gives magicka.

A lot of what he says is true and nice for later content, but at level 30ish my entire build basically revolves around destro staff skills.

I do ridiculous AOE damage and never die when questing. I really need the morphed destro staff skill that knocks them back as that's my primary tool for kiting. Burning talons is good too, but it is less efficient and can't be used on any flying mobs.

It may be in my best interest to level the resto staff later on, but for now I couldn't play my character without a destro staff.

Because you're playing an AoE build for questing which is single target oriented.
In which case you should still use Resto for the heal. Makes the game stupid easy. Then put on more single target skills.

Only the Sorc/Nightblade needs a Destro and it's only for AoE mob grinding. Then you throw it on the ground.
