just with a cd key can someone recover a account?
as i said security guard was activated, email was changed pw was changed
shouldnt he needed the key from my email to change it another time?
or did he recoverd it via steam support with something like stolen acc?

Yes, he can contact valve and tell them 1 cd key that's attached to the account and get his account back.
