Are there still runewords that can only be created on ladder and not made on nonladder? Is there a list somewhere if thats the case?

Yes 100% correct, some runewords as spirit etc. can only be created in ladder. Use google it should be pretty easy and also play a lot of ladder is so fun :)

Not true!
Spirti can be made in nl at d2r.

But Plague, Flickering flame, etc, ... Those new RWs can only be made at Ladder.

If we're talking about D2R then all original (old) runewords are now possible on non-ladder, but not the new ones:

Flickering Flame
Mist
Obsession
Pattern
Plague
Unbending Will
Wisdom
