Depending on level you wanna run chaos/baal/cows in norm/nm/hell until you get to lvl 94. Once 94 thats when terror zones maximize your exp because the zones level is based off your own level. Lvl 96 monsters will give u more xp than baal runs cuz im pretty sure they are locked at lvl 85
